EBNF - Allow empty definition

Hello PlantUML team,

  • Could you allow empty definition?

Here is a example (taken from §8.2 of the ISO EBNF standard):

@startebnf
title See example of §8.2 of ISO-EBNF
empty = ;
@endebnf

Just print a horizontal line without anything.

With last Snapshot (~v1.2022.10beta1+) it seems good.
