timing diagram with -tsvg output

Hello,

When generating svg files from timing diagrams, the timeline does not show up at all.

The drawing is correct in png format.

This is seen with version  plantuml.2017.10.jar

This should be fixed in last beta https://www.dropbox.com/s/koo42q3d9gxw288/plantuml.jar?dl=0
