UPDATE (041219): I have found a corresponding attribute in DOT that can be just used by Plantuml (decorate=true). Plantuml just needs to support it. Here is how it works in DOT:

in some cases (on Component Diagrams) it is hard to determine which annotation belongs to which arrow (especially for ortho line style)
Could plantuml support the feature (a line leading from the annotation to the target arrow)?
And configuration of this feature via a skinparam:
skinparam annotationsPointToArrows true/false
(Not full but still) an alternative would be to color the annotation text with the color of the target arrow (if it is defined). This can be done via a new skinparam setting, for example:
skinparam annotationsFollowArrowColors true/false
