Inconsistent placements of legend and title across diagram types

Question

In a sequence diagram a legend appears below a title. In all other diagrams the title appears below the legend.

I would prefer that the title is top always.

It only happens when you force the legend to the top.

My preference would be that the title is always the very most top item. I tend to use legend as a special type of note box, in which I enter an abstract for the diagram explaining what it is.
