Issues with diagrams within diagrams

Question

For the following diagram:

frame FooBar  [
{{
    !include <cloudinsight/tomcat>
    queue "<$tomcat>" as cmds

}}
]

Plantuml version 1.2020.2 (both jar and war) return the following error when trying to generate SVG diagram (PNG works fine)

The issue appears whenever <$XYZ> appears within {{ }} block
