Themes do not show up when installing plantuml locally

At work we have installed plantuml internally, using the plantuml web server. It is at the latest version. However, when I try help themes, no themes are listed. Is there a special step that is needed to make sure that the themes are installed/loaded?

What is the output of:

@startuml
help themes
@enduml

Perhaps... configuring security...
