Internationalization in "PlantUML_Template_v30.dotm" is not working

Good: java -jar plantuml.jar test.uml.

Problem: the content of the file "test.uml" included in "PlantUML_Template_v30.dotm".

Internationalization  in "PlantUML_Template_v30.dotm"  is not working. Charset is false (russian).
