Add ability to specify target in links

If one wanted a link like

<a href="https://docs.oracle.com/en/java/javase/19/docs/api/java.base/java/lang/String.html" target="docframe">String</a>

How would we do that given the existing link syntax?

I agree this is somewhat of a generalization of 16209.

I guess I am asking... if I need a link with a target, what is the recommened approach, if there is one.

If not, can this be added.

Seems there is a way to do this across a document (skinparam svgLinkTarget), but would like to be able to specify on a per link basis.
