Currently, it's only possible to install PlantUML as a Confluence plugin in on-premise-installations. It's not possible to install them in Confluence OnDemand [1].

Today, Atlassian launched their Connect API, which can be used to make add-ons for OnDemand instances. Would be awesome if somebody would offer PlantUML using this new API [3].

Maybe you should ask the developers of the Confluence PlantUML Plugin: https://avono-support.atlassian.net/wiki/display/PUML/Confluence+PlantUML+Plugin

We are ready to start the private beta phase of the PlantUML Plugin for Confluence OnDemand. If you're interested in participating in the beta test please sent an email to plantuml@avono.de.
