Can a block quote begin and end on the same line?

Question

It would be helpful if the /' and '/ could appear on the same line. That would allow inline labels for code lines:

/' case 1 '/   ABC -> DEF : First step

               DEF -> GHI : Second step

/' case 2 '/   JKL -> MNO : Third step
